In his post-September 11 address to a joint session of Congress, President George W. Bush singled out terrorist organizations with "global reach" as America's enemy in the new war on terrorism. Until just weeks before the attacks on the World Trade Center and the Pentagon the IRA would not have been thought to possess such reach.
