The $1 billion project - comprising the stadium, restaurants, stores and student housing - was put out of action by the state's fiscal crunch, university officials announced yesterday. It wasn't," university president Donald Farish said. "This went right down to the wire, and the only thing that prevented it from happening was the fact that this is the worst budget year that New Jersey has had in forever."
