The city took another much- needed step toward revamping its dysfunctional Department of Human Services yesterday by suspending seven employees implicated in the neglect of a young disabled girl who starved to death, rotting away in her own feces and covered in maggot-infested bedsores. The grand jury indicted nine others last week, including the parents of Danieal Kelly, the 14-year-old girl with cerebral palsy who was found in a rundown rowhouse two years ago yesterday.

In suspending the seven additional DHS employees implicated but not charged last week, Mayor Nutter expressed his outrage at the findings in a scathing 258-page grand jury report. The report said indifferent DHS employees not only looked the other way, but later also tried to cover-up the girl's death....
