Virgin America's case reviewed

Amid the debate about foreign control of U.S. airlines, start-up Virgin America is working to stay out of the fray.
Virgin is the brainchild of Britain's Richard Branson, founder of Virgin Atlantic Airways. Virgin America would be a low-fare airline based in San Francisco.
Virgin America's U.S. executives say the new carrier would comply with existing limits on foreign investment in U.S. airlines. Virgin Management, Branson's investment firm, would hold 25% of voting stock.
The U.S. Department of Transportation is reviewing Virgin America's application to launch.
