Ranking are between 1 and 10, with a rating of 10 indicating a totally corruption-free country. The ranking are derived from a number of surveys and reflects the perceptions of business people who participated in the survey. The deviation indicates differences in the values of the sources for the 1998 index: the greater the variance, the greater the differences of perceptions of a country among the sources. The number of surveys used had to be at least 3 for a country to be included in the CPI.3
