The European Union has ordered eight countries to put privacy legislation into place that governs unsolicited marketing e-mail messages and Internet cookies.
Each of the countries - Belgium, Germany, Greece, France, Luxembourg, the Netherlands, Portugal and Finland - now have two months to comply or face lawsuits before the European Court of Justice.
The new regulations will ban all commercial e-mail unless a recipient has specifically requested it.
A spokesperson for the EU said the anti-spam directive is essential and ensures that action can be taken at a national level against spammers.
