EC calls for greater cross-acceptance of trains

NEW measures aimed at simplifying operation of trains between different countries are being proposed by the European Commission (EC).

A key priority is a change in the law to make cross-acceptance of rolling stock easier. Among the examples of contradictory legislation quoted is that of fire extinguishers, which in Italy must contain C[O.sub.2] powder and no foam, while in Austria, C[O.sub.2] is banned but foam is allowed. Streamlining cross-acceptance should make it easier to gain acceptance, especially for multi-system rolling stock.

Also proposed is cross-acceptance of national tests and checks, which might mean that, for example, an existing design certified in Germany could be allowed to operate in France without having to undergo separate testing should it be used on cross-border services.

The changes mean that amendments to directives on high-speed lines, safety, and the European Railway Agency will be amended, and some observers suggest that it could lead to another package of railway legislation to succeed the Second Railway Package.
