Internet Strategies for Education Markets: The Heller Report, Sept, 2002

According to data from the United States Department of Education and the National Clearinghouse for English Language Acquisition (formerly National Clearinghouse for Bilingual Education, http://www.ncbe.gwu.edu/about.htm), the number of students with limited English skills has risen to five million in the last ten years, and most of these students are Hispanic. Meanwhile, according to Market Data Retrieval, there are just 50,000 teachers qualified to teach ESL and bilingual education in the United States, or one for every 100 students with limited English skills.
