New guidelines drawn up by the Federal Aviation Administration will safeguard airline employees from punishment for reporting operational and procedural errors to the FAA.

The proposals, which come after more than a year of talks between the airlines, pilots and the Clinton administration, provide for a confidential system of reporting safety discrepancies in an effort to reduce the risk of air accidents.

Aviation Safety Advancement Partnership committees will be established for airline personnel to report problems which they observe, or even commit themselves, without fear of persecution from the airline. A US government official said the initiative would 'make an excellent aviation system even safer'.
