Independent review board to investigate 1999 China Airlines crash

An independent review board is to investigate the fatal accident involving a China Airlines aircraft four years ago.

The Boeing MD-11 aircraft overturned as it was landing at Hong Kong's Chek Lap Kok airport during Typhoon Sam on 22 August 1999, on a flight from Bangkok. The aircraft burst into flames after ending up on its roof. Three people were killed and more than 200 were injured.

The Civil Aviation Department (CAD) believed that the incident was due to pilot error. However, the carrier has disputed this conclusion and claimed that wind shear and excessively bad weather caused the disaster.

The review board will meet on 17 November 2003, according to The Associated Press.
