EU may propose emissions trading for airlines - report

The European Union's Environment Commissioner Stavros Dimas reportedly wants to include airlines in the planned new emissions trading system.
The trading system will give polluting industrial companies the chance to buy and sell the right to produce carbon dioxide emissions above the limits set by quotas.
According to a report by Germany's Focus magazine, the Commissioner will initiate a move to expand the emissions trading system to the air transport industry during 2005.
The system is seen as an alternative to a tax on aviation fuel, which has support among environmental groups but is opposed by airlines.
