New York bill to accelerate ULSD mandate stuck in senate committee

State Sen. Ken LaValle's bill (S.1697-A) would match legislation that's already cleared the state Assembly, pushing ULSD deadline to end-2005 rather than the EPA-mandated mid-2006 deadline. The scheme also aims to include heating oil and non-road diesel, an idea opposed by fuel-oil dealers due to fears of supply shortages (see Diesel Fuel News 7/22/02, p9).
New York's Newsday editorialized that EPA has postponed a 15-ppm sulfur limit on non-road diesel until 2010. The difference between imposing such a limit in 2005 versus 2010 "could be thousands of deaths" from air pollution, Newsday 's editors said, citing EPA calculations.
