Environmental/health groups favor the acceleration of EPA's ULSD deadline (June 2006 for refiners and September 2006 for retailers) "to help jump-start a new grant program for school bus retrofits," an American Lung Association-New York official told us.
But refiners and heating oil dealers worry that accelerating ULSD just for New York could cause supply shortages.
