U.S. appeals court upholds South Coast Air Quality Management District anti-diesel fleet purchase mandate

SCAQMD (metro Los Angles) legally can require public fleets to buy only "alternative" fueled vehicles such as CNG or electricity, under a court ruling last week. Engine Manufacturers Association (FMA) claimed SCAQMD effectively bypassed U.S. Congress, which gave emissions standards powers only to U.S.

EPA and California. The court said local fleet purchase limits aren't the same as emissions limits.
