Bio-fuels merely 'indicative' not mandatory in latest European Council of Ministers common position

> Europe's Council of Ministers this month adopted an "indicative" rather than mandatory "common position" endorsing 2% biofuels in gasoline/diesel by end-2005, and 5.75% by end-2010. European Parliament earlier put forth a mandatory position, so a Council/Parliament reconciliation (if possible) would only be reached "after a long drawn-out second reading--late Winter/Spring 2003, and then conciliation negotiation" that could take another 8-12 months, explains International Fuel Quality Center European director Sandrine Dixson-Decleve, in Brussels.
