Port of Los Angeles installing 600 Diesel Oxidation Catalysts , aiding diesel-water emulsions

The program, subsidized by Port of LA, will slash particulate matter (PM) emissions by 50% and (due to water emulsion impact) nitrogen oxides ([NO.sub.x]) by 20%. Companies operating yard tractors, side/top picks, forklifts and trans-tainers can qualify for $100 subsidies on each installed DOC. Chevron supplies the "Proformix" emulsion (from Lubrizol) following tests at the Port last year.

New data showing beneficial impact of pairing diesel emulsions and DOCs spurred the Port to ask companies to combine the two. Now, three of six container companies already use Proformix in 100% of equipment, and the Port aims to retrofit all diesel-powered marine terminal equipment with emulsions. South Coast Air Quality Management District recently matched a $1 million grant from California Air Resources Board for the Port's [NO.sub.x]/PM reduction projects. One-third of the grants will pay for DOCs.
