Russian refinery claims to meet European diesel specs

According to a report from Russia's Kama Press, the Nizbnekamsk oil refinery in Tatarstan recently completed tests on a distillate hydrotreater, confirming ability to produce 1.5 million tonnes/year of jet fuel and diesel fuel of "European quality." But the report didn't specify whether Nizhnekamsk will produce ULSD as Europe mandates starting in 2005.
Cross-border truck/bus traffic between Europe and Russia means that catalyst-equipped clean-diesel fleets will need to be able to get ULSD at least on major Russian routes in 2005.
