A&E
CarolAnne Dolan has been named VP-documentary programming and administration. She will oversee the programming strategy, production and editorial content of the network's Biography series and programming for the Biography Channel. Dolan joined A&E in 1995. David Zagin has been appointed SVP-affiliate sales and will oversee all domestic affiliate sales and local ad sales for A&E Network, the History Channel, the Biography Channel and History Channel International. Prior to joining A&E last year, he worked for NBC Cable and FX Networks. Melinda McLaughlin has joined the network as VP-research. She had been EVP-director of media strategy for Jordan McGrath Case & Partners. She won two Silver Effie awards for business building advertising campaigns. Allen Sabinson has been appointed SVP-programming. During his 20-year career, Sabinson was programming chief at Showtime and TNT; head of original movies and miniseries at ABC; and president-production for Miramax Films. Since January 1999, he has worked as a consultant to A&E Original Movies.

Donald P. Dulchinos has been promoted to VP-advanced platforms and services. He had been senior director of OpenCable and will continue to oversee the development of the hardware specification. Before joining CableLabs he worked at the National Cable Television Association. Diane McGinty has been promoted to VP-information technologies. She had been director-network management. Prior to that she worked at Sun Microsystems and TeleCommunications Inc. Bill Kostka has been promoted to director/senior architect-broad-band services and technology. He had been project director. Mark Meyer was named project director-OpenCable interoperability events. He had been a systems integration engineer. Glenn Russell was promoted to project director-multimedia signaling architecture in the PacketCable initiative, moving from a project manager position. So Vang was promoted from software engineer to project director-Open-Cable software. The following were promoted to manager or project manager positions: Tasha Abbott, corporate events manager; Julia Brodsky, project manager-business strategy; David Clark, manager-network engineering; Mark Guzinski, manager-interoperability facilities; Kathi Jack, accounting manager; and Lync Yohe, information services. Other promotions included Nancy Davoust to technical lead-PacketCable security architectures; Will Hamblin, lead test engineer; Dean Osborne, member-technical staff; Christie Poland, standards coordinator; and Christine Muse, administrative assistant-PacketCable.
Discovery Health Media
Donald Thoms has been promoted to VP-production. He joined the company last year as director-production. Prior to that he was VP-program management at PBS and a producer, director and executive producer for Maryland Public Television. He also spent six years at the NBC affiliate WBAL-TV.
E! Networks
Sarah Goldstein has been named VP-publicity and media relations. She was previously VP-media relations for Twentieth Century Fox Television. Prior to that she worked 12 years at Lorimar Television and Warner Bros. Television and was an account executive at Moritz/Weitzman Co. Jill Higson has been promoted to VP-ad sales for E! Online. She had been national sales director. She joined the company in 1997 from Citysearch where she was national advertising manager. Before that she worked in advertising at Family Life and Los Angeles magazines.

Chris Caffrey has been appointed VP-cellular sales. He will oversee technology licensing efforts. Before joining the company, he was VP-operator sales at Philips Consumer Communications; national director-consumer sales for BellSouth; sales director at Los Angeles Cellular; and a director at Sprint PCS. Tom Jones has been named VP-strategic alliances. Prior to that he was VP-retail for Philips Consumer Communications, VP-marketing and field sales for Ingram Book Company and a principal at Innovative Sales and Solutions.
Fox Television Studios
Edward Sabin has been named VP-business and legal affairs. He had been a partner at Greenberg, Glusker, Fields, Claman & Machtinger, LLP. As an entertainment litigator, his clients included 20th Century Fox Film Corp.
Gems Television
Alvaro Krupkin has been promoted to director-creative services. He had been promotions and creative services manager since 1996. In his new position, he will oversee the company's image and branding activities. Roberto Bravo has been promoted to programming supervisor.
Maxell
Dave Brune has been named district sales manager, Midwest region. Prior to joining the company, he held various sales posts with Quantegy, including his most recent position as government sales manager. Dan Richards has been appointed Western regional manager. Before that he was a senior sales executive in the professional media division of Fuji Photo Film and spent 16 years at Quantegy as a senior sales executive.
On Command
Jerome H. Kern has been appointed chairman/CEO. As vice chairman and a member of the board of directors of TCI, he was the architect of the AT&T/TCI merger. Prior to TCI, he was a senior partner of Baker & Botts, LLP He has been the principal outside legal counsel to TCI and Liberty Media for 20 years. He also serves on Liberty Media's board of directors. In addition to Kern, the following have been appointed board directors: Paul A. Gould, managing director and EVE, Allen & Company Inc.; Gary S. Howard, EVE, COO and director, Liberty Media; Peter M. Kern, president, Gemini Associates; and Carl E. Vogel, SVP, Liberty Media.
