While MSOs can reduce their capital burden by either eschewing backup powering altogether or shifting the responsibility to the customer via retail sales of reserve batteries (cutting between $75 and $125 per sub in capex), the absence of an emergency power source could push VoIP services afoul of local regulators. Moreover, there are potential impacts on customer satisfaction. But many MSOs appear willing to take the risk, hearing no clear message from consumers that backup powering is an important feature.
