DR. LEONARD HAYNES III has been appointed director of the Fund for the Improvement of Postsecondary Education (FIPSE). Haynes has served as special assistant to the U.S. secretary of education and acting president at Grambling State University in Louisiana. He earned a bachelor's from Southern University, a master's from Carnegie Mellon and a doctorate from Ohio State University.
