DR. BERNARD FRANKLIN has been named senior vice president for governance and membership for the National Collegiate Athletic Association (NCAA) effective Nov. 1. He earned a bachelor's in religion from Simpson College, a master's in education from Western Maryland College and a doctorate in education from Columbia University Teachers College.
