DR. AVON H. GARRETT has been appointed dean for business, social science, and wellness and education for the Community College of Baltimore County, Catonsville. Most recently, he was an associate professor of business. Garrett earned a bachelor's degree from the University of Maryland, a master's from Johns Hopkins University and a doctorate from the Union Institute in Cincinnati.
