DR. BELINDA C. ANDERSON has been named the new associate vice president for academic affairs at Virginia Union University in Richmond. Previously she was director of academic advising services at Radford University in Radford, Va. Anderson earned a bachelor's and master's from Radford University and a doctorate from Virginia Polytechnic and State University in Blacksburg.

CHERYL CRAMER has been named director of institutional advancement at Southern University at New Orleans. Most recently she was the chief executive officer at Orleans Private Industry Council in New Orleans. Cramer earned a bachelor's from Howard University, a master's from American University and a second master's from Tulane University in New Orleans.

DR. LAMONT A. FLOWERS has been named assistant professor of educational leadership, policy and foundations at the University of Florida in Gainesville. Flowers earned a bachelor's from Virginia Commonwealth University in Richmond, and master's and doctorate degrees from the University of Iowa in Iowa City.

LYNNETTE M. HEARD is the new executive director of the Southwestern Ohio Council for Higher Education, a nonprofit consortium of 19 institutions that promotes service and cooperation. Heard previously was an assistant to the vice president for student affairs and enrollment services at Wright State University. She earned a bachelor's from the University of Cincinnati and a master's from Wright State University.

DR. MUREL M. JONES JR., has been named director of the honors program at Virginia State University in Petersburg. Prior to the promotion, Jones was the interim director of the program, an associate professor of public administration and a full professor of political science. Jones earned a bachelor's from David Lipscomb University and a doctorate from Howard University.

DR. SAVANNAH JONES has been appointed vice president for student affairs at the Community College of Philadelphia. Previously she was an assistant to the provost, external affairs, at the University of Maryland University College. Jones earned a bachelor's from North Carolina A&T State University, a master's from the University of North Carolina at Greensboro and a doctorate from the University of Texas at Austin.
