DR. IRVING PRESSLEY MCPHAIL, chancellor of the Community College of Baltimore County, has been appointed to serve on the Advisory Committee on Apprenticeship as a representative of the public sector. McPhail earned a bachelor's from Comell University, a master's from the Harvard Graduate School of Education and a doctorate from the University of Pennsylvania.
