Sci/Octacom Win Usaid Recompete

WASHINGTON--(BUSINESS WIRE)--Dec. 9, 1994--Octagon Inc. (Nasdaq National Market System - "OCTA"), a Washington, D.C. area based international telecommunications, information systems and environmental sciences company, announced today that it has been selected by the United States Agency for International Development (USAID), The United States Small Business Administration (SBA), and Software Control International (SCI), to perform telecommunication and technology management services for SCI serving in its capacity as prime contractor to the United States Government.

Octagon's wholly owned telecommunications subsidiary, OCTACOM will perform the services. Robert A. Veschi, President, OCTACOM Inc. stated: "Our win on this contract in conjunction with SCI gives USAID access to the best possible high-performance technology services. Our company has served USAID for fourteen (14) years, and this award validates SCI's excellence as well as our own strong track record."

The value of the new contract to OCTACOM is approximately $3,500,000 annually for a five year term. This $17,500,000 increase to backlog is OCTACOM's largest single award received in its first year of operation under new management. Out of 120 positions performing under the predecessor contract, approximately 60 will be transferred to SCI, the other positions will remain with OCTACOM.

Octagon had been the prime contractor under the predecessor USAID contract, but was unable to bid as prime contractor on the recently awarded contract because the company no longer qualifies as a minority or disadvantaged business under the U.S. Government's Section 8(a) program.
