EPA settles enforcement action against Carolina Solite Corp. d/b/a Florida Solite Company in Green Cove Springs, Fla

ATLANTA--(BUSINESS WIRE)--Sept. 19, 1996--The U.S. Environmental Protection Agency announced today the settlement of an administrative enforcement action against Carolina Solite Corp. d/b/a/ Florida Solite Company of Green Cove Springs, Fla.

EPA initiated enforcement action against the company on Sept. 29, 1995 through the issuance of a Corrective Action Order under Section 3008(h) of the Resource Conservation and Recovery Act (RCRA) as amended.

The company has agreed to enter into an Administrative Order on Consent which delineates the areas within the Florida Solite facility that require sampling and describes in detail the type of workplans which must be submitted to fulfill the requirements of the Order. Specifically, under the terms of the Order, the company is required to implement and perform the following:

-- confirmatory sampling to identify and investigate Solid Waste

Management Units (SWMUs) and Areas of Concern (AOCs) that may

have released hazardous waste or constituents into the

environment;

-- a RCRA Facility Investigation to determine the nature and

extent of any release of hazardous waste or constituents at or

from the facility;

-- a Corrective Measures Study to identify and evaluate for

corrective measures necessary to prevent, mitigate, and or

remediate any releases of hazardous waste or constituents at or

from the facility;

-- any corrective measure(s) selected by EPA; and

-- any other activities, including Interim Measures, necessary to

correct or evaluate actual or potential threats to human health

and the environment resulting from the release or potential

release at or from the facility.

All work done under the Order will be consistent with RCRA and its regulations; therefore, approval must be obtained from EPA prior to implementation.

Public review and participation will be an integral part of the entire process to ensure that the public is fully aware of what is proposed and conducted at the facility. The final report of the Corrective Measure Study and the RCRA Facility Investigation, along with a summary of the proposed corrective measures, will be available for public review and comment.

The Florida Solite Company is located at 3000 Country Road 209A in Green Cove Springs. The property covers more than 900 acres consisting primarily of quarries from which raw clay is extracted, a storage area, a rotary kiln process area, and product handling and storage areas. The company mined and processed a mixture of clay, dust, shale and other material to manufacture lightweight clay aggregate. The company no longer burns hazardous waste or produces lightweight aggregate.
