TALLAHASSEE, Fla.--(BUSINESS WIRE)--Dec. 21, 1999

The Florida Public Service Commission (PSC) today voted 4-0 to approve a comprehensive test of BellSouth's systems for switching customers to competing carriers. The following statement should be attributed to Marshall Criser, assistant vice president, BellSouth Florida:

"Today's Florida Public Service Commission decision signals what BellSouth

believes may be the beginning of the end of the debate over whether our business systems are sufficient to meet regulatory standards and the demands of competition in our markets.

The independent third party process developed by the Florida PSC staff and approved by the Commission is a balanced test plan which recognizes the potential synergies with testing already underway in Georgia. As approved by the Commission, the test plan, targeted to be completed by mid-2000, specifically addresses issues identified as necessary for BellSouth to later gain FCC approval to compete in long-distance.

By turning from hearing room debate to the 3rd party process, BellSouth and Florida regulators now have a clear, measurable path to demonstrate that competition is viable and that BellSouth should be allowed full freedom to offer Florida consumers a full plate of telecommunications services.
