Fitch IBCA Releases Report on West Penn Power Co

NEW YORK--(BUSINESS WIRE)--Nov. 24, 1999--
Fitch IBCA, the international rating agency, issued a special report on West Penn Power Co (WPP).
WPP a wholly owned subsidiary of Allegheny Energy, Inc. (AE), is a vertically integrated electric utility providing service to approximately 670,000 customers in western Pennsylvania. With the passage of the state's electric restructuring legislation in 1996, the company's monopoly franchise to supply generation will be terminated on Jan. 2, 2000. As a result, WPP will become a solely transmission and distribution provider.
