WHY:   The first insider trading ring on the Internet has just been
       cracked by federal prosecutors. Message boards are increasingly
       being abused to commit online fraud. Stark will comment on the
       SEC's position and strategy, including: what posts are over the
       line; what is pump and dump; who will be held accountable?
       Stark leads a special squad of 15 attorneys at SEC headquarters
       and more than 250 SEC staff members who make up the SEC's
       "CyberForce." The group engages in Internet surveillance and
       "Enforcement Sweeps," in which Internet misconduct is targeted
       for investigation and, where appropriate, prosecution. The
       OIE's online complaint center receives close to 300 emails per
       day reporting suspicious conduct over the Internet.
