Issue:

Despite regulations introduced last year by the Federal Communications Commission to help the smaller telecommunications companies compete by giving them preference in an auction for a slice of airwaves, big cellular carriers still dominated this year's auction.

Many of the largest bidders classified as small companies actually had the backing of cellular giants such as AT&T Wireless and Cingular.

Now that the bidding is over, the FCC plans to examine the ownership structure of all bidding companies to ensure they have not violated the regulations.
