HTE Inc. (Nasdaq:HTEI), a leading provider of enterprise-wide software solutions for public sector organizations and utilities worldwide, announced today it has signed a contract with the city of Camarillo, CA, to provide a full enterprise solution, including financial, utilities, building and planning and Click2Gov(TM) applications.
The new software will replace Camarillo's 20-year-old system, and fulfill key requirements of the city's recently developed strategic information technology plan.
"Our current system has many shortcomings--no integration, inadequate reports and limited data sharing capabilities. HTE addresses all of these points, and more, and is very user-friendly," said Richard Petropulos, the city's information technology manager.
The contract includes GMBA(R) financials, Work Orders/Facility Management, Purchasing/Inventory, Payroll/Personnel, Application Tracking for human resources, Planning & Zoning, Land/Parcel Management, Building Permits, Code Enforcement, Customer Information System (CIS) for utilities and the Click2Gov modules for CIS and Building Permits. All of the applications have the new NaviLine(TM) Windows-based browser interface.
Petropulos said the city's technology plan calls for increased information sharing, more current and more detailed information on which to base strategic decisions, and improved citizen access to government services through the Internet.
"We recognize the need to make basic services available to our constituents at their convenience, and on their schedule instead of ours. There's no reason someone should have to come to City Hall to apply for a basic permit or obtain utility account information and with Click2Gov, they won't have to."
Camarillo Finance Director Anita Lawrence said HTE surfaced early in the city's search process when an e-mail poll of other California municipal finance officers showed HTE in widespread use, with positive customer satisfaction reviews.
"We found the HTE system to be an exciting solution for us. It's sophisticated, flexible, well integrated and easy to use. It will significantly enhance the way we work internally, and our community is ready and eager for the interactivity they'll have with Click2Gov," she said. "This is a big investment for us, but it's an excellent value. HTE is a good fit for Camarillo."
Lawrence said the strong presence of HTE in California was an important factor in the selection. "We'll have a lot of opportunities to share information and experiences with our colleagues, and we feel we can have a strong voice in future product enhancements and upgrades."
She said city employees are ready for the transition to HTE. "We have great staff buy-in on this decision. The entire organization is excited. Right now we have several systems and none of them talk to each other. I can't wait to do our next budget on the new system."
