BAE SYSTEMS Appoints Vice President for Communication and Information Systems

BAE SYSTEMS Communication, Navigation and Identification business unit has appointed William H. Campbell as its Vice President of Communication and Information Systems (C&IS) Integration.

In this newly created position, Campbell will be responsible for winning new business opportunities and executing these programs, as well as overall organizational management for this critical unit initiative.

Mr. Campbell was previously Associate Vice President for Information Resources and Communications for the University of California.

Prior to that, he served on active military duty as the U.S. Army's Director of Information Systems for Command, Control, Communications, and Computers (DISC4), where he was responsible for planning, development, and operation of the Army's communications and computer resources.

He served concurrently as Military Deputy to the Army Acquisition Executive and supervised Program Executive Officers (PEOs) responsible for developing communications and computer-based systems.

Campbell completed his military career as a Lieutenant General in 2000. CNI president Jeff Markel said that Mr. Campbell's strong defense background and systems acquisition experience "will be key to our continued strategy in capturing new C&IS business."

Certified in Army Acquisition, Mr. Campbell served in research and development and systems acquisition assignments from 1987 until becoming the DISC4 in 1997. In assignments as a PEO, he steered a large number of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) programs from development through fielding.

Programs he managed included: night vision devices, military lasers, radar, global positioning system receivers, satellite terminals, communications systems, the Tactical Internet, surveillance systems, intelligence and electronic warfare platforms, and computer-based weapons systems.

Mr. Campbell also served as the director of the Advanced Precision Strike Demonstration Program. That program integrated leading edge technology in futuristic war-fighting concepts. He was the Army's Systems Architect for advanced war-fighting experiments that are helping transform the Army's tactical systems and "digitizing the Army."

He has also served as United States representative on NATO and international panels and was a member of the five-nation Multiple Launch Rocket Program steering committee.

Mr. Campbell earned a Bachelor of Science in Business Administration from Saint Norbert College in DePere, Wisconsin, and an MBA from Texas Tech University. He completed the Army's Command and General Staff College in Fort Leavenworth, Kansas, and the Naval War College in Newport, Rhode Island.

Professional relationships have included the Association of the United States Army, Electronic Defense Association, Armed Forces Communication Electronics Association, the Federal CIO Council and Department of Defense CIO Council, the National Science Center in Georgia, Microsoft's Global Executive Roundtable and Dell's Platinum Council.

His military decorations include the Distinguished Service Medal with oak leaf cluster, the Intelligence Community Distinguished Service Medal, the Legion of Merit with four oak leaf clusters, and the Bronze Star with oak leaf cluster.
