MELBOURNE, Fla.--(BUSINESS WIRE)--May 23, 2002
Harris Corporation (NYSE:HRS) today announced that it has formed a team with Raytheon Company, Computer Sciences Corporation, Lockheed Martin, Rockwell Collins, and Avidyne to pursue the FAA's Next Generation Air/Ground Communications (NEXCOM) program. NEXCOM will enable the FAA to multiply the use of its existing Air Traffic Control (ATC) air/ground communications channels, allowing additional ATC sectors and new runways to be added to meet the rapid growth requirements of the nation's air traffic system. Harris estimates the total value of the NEXCOM program will be $500 million over a period of 10 years.

"Harris has a long association with the FAA and is committed to delivering the most advanced communications solutions that will help the agency address its growth challenges," said Bob Henry, president, Harris Government Communications Systems Division (GCSD). "Our decades of experience in developing and integrating high-reliability communications systems, combined with the technical service, automation, and avionics expertise of our teammates, will ensure a successful migration to a new digital ATC network with expanded communications capabilities."
The Harris-led team's combined experience in highly reliable ATC communications and automation systems integration and support, along with its exceptional record of program execution on some of the FAA's most complex systems, and its unparalleled technical excellence in the industry, make "Team NEXCOM" uniquely qualified to propose the lowest-risk - and only end-to-end - NEXCOM solution for the FAA.
Harris, a leading integrator of ATC communications systems and weather processing and display solutions for the FAA, will serve as the prime contractor for the bid. Team NEXCOM includes Raytheon (NYSE:RTN), an industry leader in integration and automation systems; CSC (NYSE:CSC), one of the world's leading consulting and IT services firms, which will provide Controller Pilot Data Link Communications (CPDLC) support; Lockheed Martin (NYSE:LMT), a leading systems integrator for the FAA; Rockwell Collins (NYSE:COL), a leader in avionics design and manufacturing; and Avidyne, a leading manufacturer of General Aviation avionics that support VHF Digital Link Mode 3 functionality.
"The Harris Team NEXCOM model offers an end-to-end solution that will enable the FAA to put more planes in the air, achieve more on-time arrivals, and reduce the communications workload of controllers," said Dr. Thomas Kabaservice, senior systems engineer, Harris GCSD. "Our team approach combines the experience, program execution know-how, and technical excellence of proven partners, each with vast National Airspace System experience."
NEXCOM utilizes VHF Digital Link Mode 3 (TDMA) technology to effectively provide four communications channels for each single, analog frequency assignment in use today for ATC air/ground communications. These four independent channels allow simultaneous voice and data transmission between controllers and pilots. The increased quantity of available communications channels will allow additional ATC sectors to be added and additional communications channels to be deployed for new runways.
The use of digital technology will also provide the highest levels of security. Users will be required to provide a digital form of authentication, thus preventing the possibility of "phantom controllers" gaining access to the communications system.
The FAA is currently scheduled to conduct a downselect to competitive bidding teams for a Rapid Preliminary Development Effort (RPDE) in October 2002, with the final Full Scale Development (FSD) contract award expected to take place in 2005.
