HERZLIYA, Israel--(BUSINESS WIRE)--Sept. 23, 2002

Solution Enables "Anytime, Anywhere" Access to Media Resource Library

and Campus-wide Information Sharing

Optibase, Ltd. (Nasdaq:OBAS), a leader in broadband streaming platforms, announced that its encoding and streaming platforms, MPEG MovieMaker and MGW 2000 are providing video-on-demand (VOD) and video broadcasting applications to the entire campus of Nanyang Technological University (NTU) in Singapore.

Video on Demand

Powered by 24 Optibase MPEG MovieMaker Plus MPEG encoding boards, which encode a variety of video sources in real-time, this new VOD system enables 22,000 NTU staff and students to view video clips (in either analogue or digital format) from the university's Media Resource Library at any campus location. Using the university Internet portal -- i-Gateway to Educational and Media Services (iGEMS) -- students and staff can browse through lists of pre-defined categories or conduct a search of available titles anywhere, anytime. If a requested selection has not been pre-digitized, a message is sent to a librarian, who will encode the video into MPEG-1 in real-time and stream it in unicast mode over the university's local area network to a student at a particular campus PC.

Implemented by Singapore's leading e-business enabler, Adroit Innovations Limited, NTU's digital media library stores the content on different media types including videotapes, laser discs, Video CDs and DVDs. Each campus PC is equipped with Optibase's MPEG ComMotion Receiver, a software player, which plays back the video stream. NTU's VOD back-end consists of four industrial servers, each equipped with six MPEG MovieMaker Plus encoding boards. These servers can stream up to 24 real-time MPEG-1 streams simultaneously. Typical bit-rates used for MPEG-1 encoding are 1.5 Mbps.

Video Broadcasting

Optibase's MGW 2000 encoding & streaming solution is used to multicast ChannelNTU, the campus broadcasting program, to several large, flat screen TV monitors (in MPEG-2 format) throughout the campus as well as to over 21,000 PCs (in MPEG-1 format) on the campus computer network, NTUnet. Implemented by Adroit Innovations, ChannelNTU's video broadcasting system streams broadcast quality video from various sources including Channel News Asia and NTU's campus news. Additionally, NTU students and staff can access video on demand programming. The ChannelNTU back-end includes Optibase MGW 2000 with 3 MGE200/MGE100 encoding cards. Typical bit-rate used for MPEG-2 encoding is 3 Mbps.

"Adding video distribution capabilities to the campus network overcomes physical capacity restrictions and keeps diverse campus communities apprised of relevant institutional activities," said Rene Montsma, vice president of International Sales, Optibase. "We are proud to have our platforms included in such advanced applications."
