Sen. Joseph Lieberman (D-Conn.), Rep. Sherwood Boehlert (R-N.Y.), chairman of the House Science Committee, and Steve Cooper, chief information officer of the newly formed Homeland Security Department, are among the winners of "Federal Computer Week"'s 2003 Federal 100 Awards, the publication announced this week. All 100 winners were notified last week.

The Federal 100 awards honor individuals whose ideas and accomplishments had the greatest impact in shaping the missions, solutions and results achieved by the government information technology community in the previous year. This year's awards reflect many of the most important trends driving today's government technology market: the increased collaboration among federal, state and local government IT professionals; the emphasis on stronger government/industry partnerships; the heightened focus on security; and the adoption of best practices from the business community.

"The Federal 100 awards honor individuals who have made huge contributions to how the government manages its technology enterprises in the pursuit of improving government," commented Allan Holmes, editor-in-chief of "Federal Computer Week". "This year's winners are no exception. Technology continues to play a critical role in making government more effective, more collaborative and more citizen-centric. But the awards recognize that individual achievements are what make the technology successful. These winners truly inspired government change."

Among the more recognized names that will be honored at this year's award's ceremony:

-- Sen. Joseph Lieberman, who marshaled support for the E-Government Act, which promotes standards to improve government Web sites, increases information security and defines best practices for technology buying.

-- Rep. Sherwood Boehlert, chairman of the House Science Committee, who authored the Cyber Security Research and Development Act, which increases and attempts to better organize information security research.

-- Steve Cooper, chief information officer of the Homeland Security Department, for his leadership in convincing agencies to work together to begin sharing information and databases that will help better secure the nation against terrorist attacks.

-- Alisoun Moore, CIO of Montgomery County, Md., for her efforts to improve communications and information sharing among the FBI, state and municipal law enforcement agencies during the investigation into the sniper killings in Maryland and Virginia in October 2002.

-- Army Lt. Gen. Joseph Kellogg Jr., director of command, control, communications and computer systems for the Joint Staff, for leading the effort to convince the armed services to collaborate in sharing information to provide better intelligence to commanders and soldiers on the battlefield.

-- Jerry Mechling, strategic computing and telecommunications specialist at Harvard University's John F. Kennedy School of Government, for creating a forum designed to share best practices among federal, state and local government IT professionals.

All 100 award winners will be honored at the 14th annual Federal 100 Awards Gala Dinner, March 25 at the Tysons Corner Ritz-Carlton in Virginia. The complete list, along with detailed descriptions of each individual's accomplishments, will be published in "Federal Computer Week"'s March 24 issue. "We congratulate each of the winners and look forward to celebrating their accomplishments at the dinner," added Holmes.
