Shaanxi Telecom to Use ACE*COMM's Mediation Systems for Network Data Collection

ACE*COMM Corporation (NASDAQ:ACEC), a leading global provider of advanced operations support systems (OSS) technologies and Westlake Global Technology Solutions (Westlake), a supplier of advanced networking technologies, announced that it will provide components of its mediation solutions suite - the Distributed Call Measurement Systems (DCMS(R)) - to China Telecom Group's Shaanxi Telecom Company.

The mediation components provided will capture, process, and store records of communications transactions taking place on the Shaanxi network for the purpose of billing customers and managing traffic on the network. Further details of the contract were not released.

As the number of subscribers and telecommunications service offerings grow and business becomes more competitive in developing regions, communications service providers in countries like China need to increase network efficiency and profitability.

Shaanxi Telecom is currently moving to improve the quality of information used to measure subscriber network usage and traffic flow by adding improved collection and processing systems at many of its 274 switch locations throughout the province. This upgrade will enable the network operator to eliminate bottlenecks, improve service quality, and increase profitability.

"Shaanxi Telecom realized that one of the most effective improvements they could make was to replace existing usage data collection methods with advanced data gateways that capture, store, process, and deliver network usage records to the operator's billing and revenue accounting systems," said Martin Demers, ACE*COMM's Chief Marketing Officer. "Our DCMS(R) will play a vital role in the updating of the Shaanxi network and call accounting system. It is an investment that will extend the service life of existing switches and improve information quality for billing systems, while providing the advantages of today's technology. We look forward to working with Shaanxi Telecom to provide a fast return on investment, both financially and in terms of functionality, service, and reliability."

"ACE*COMM's Convergent Mediation(TM) solutions is designed for carriers to increase revenue, insure network delivery, and maintain low implementation costs. We fully support ACE*COMM to help Chinese carriers improve their current billing systems and the quality of their networks," said Shanjun Xiong, Vice President of Westlake.
