SEATTLE--(BUSINESS WIRE)--June 6, 2003

Former Microsoft Executive will oversee legal, communications,

government relations and affordable housing programs

The Federal Home Loan Bank of Seattle (Seattle Bank) announced today that Bruce Brooks has accepted the position of Director of Corporate and Community Affairs.

Brooks comes to the Seattle Bank from Microsoft Corporation, where he has worked since 1999 as Director of Community Affairs, managing the company's global corporate and employee giving and volunteer programs. At the Seattle Bank, Brooks will oversee the company's corporate communications, government relations and legal areas, as well as all affordable housing and economic development programs, which distribute about $22 million in grants and $223 million in discounted loans annually.

"Bruce brings to our bank, our financial institution members and the communities we serve a proven ability to build partnerships and programs that deliver powerful, bottom-line results," said Norman B. Rice, the Seattle Bank's president and chief executive officer. "Bruce's background in law, government and community relations, in addition to his wide range of civic involvement over the last two decades, will further strengthen our executive team and help us better serve our cooperative membership."

Prior to joining Microsoft, Brooks served as senior vice president for MWW/Savitt, a Seattle-based public relations and public affairs firm, where he managed firm operations and advised a wide range of clients on community relations, government affairs, business communication and corporate giving. From 1995 through 1997, Brooks served as deputy mayor in the Norm Rice administration, managing a wide range of municipal issues, including economic development, human services, capital planning, internal administration, and personnel and labor relations. Prior to that, Brooks was a partner with the Seattle-based Perkins Coie law firm.

Brooks received an undergraduate degree in history and a law degree from Harvard University. Among his other civic activities, he has served on the boards of the Seattle Housing Authority, United Way of King County, the Benaroya Hall Music Center, the Legal Aid for Washington Fund, the Greater Seattle Chamber of Commerce, and Leadership Tomorrow.

With $47 billion in assets, the Federal Home Loan Bank of Seattle provides funding and other financial services that allow its nearly 400 financial institution members to make more housing and business loans at more competitive rates. The Seattle Bank is a member-owned cooperative and the value generated by the company benefits member banks and the communities they serve.

The Seattle Bank serves financial institutions in Alaska, American Samoa, Hawaii, Guam, Idaho, Montana, Oregon, Utah, Washington and Wyoming.
