THOUSAND OAKS, Calif.--(BUSINESS WIRE)--April 27, 2004

TechnoConcepts, Inc. (OTCBB: TCPS), developer of a revolutionary True Software Radio (TSR) technology for wireless communications that is designed to allow different wireless protocols to communicate with each other, announced today that the company has entered into a Memorandum of Understanding with Taiwan-based Wistron NeWeb Corporation, a major manufacturer and designer of mobile wireless communications products. Under this agreement, both companies will collaborate in developing commercial product applications for Techno Concepts TSR technology as it relates to mobile wireless consumer products.

Dr. Richard Juang, vice chairman of TechnoConcepts, Inc. made the announcement noting, "Wistron NeWeb is a Total Solution Provider, delivering wireless communication systems that provide convenience and efficiency. Their customer base includes many of the world's recognized leaders in wireless technology. We anticipate that this relationship will result in broadening the market potential for next generation consumer wireless products in the mobile handset marketplace and will result in significant mutual business opportunities for both companies in the future."

The intended result of the Memorandum of Understanding is to incorporate TechnoConcepts' RF to Digital (RF/D) direct conversion technology into Wistron NeWeb's next generation wireless products to deliver advanced capabilities for commercial applications for the PCS/GPRS mobile handset marketplace. Wistron NeWeb produces PCS (personal communication system) handsets that are capable of both voice and data transmissions.

"Wistron NeWeb has a strong R & D team covering wireless communication antenna design, RD transceivers, base band, user interfaces, software and mechanical engineering. Wistron NeWeb has a significant presence in the communications industry and we believe there will be substantial opportunities to further the use of our technology through this relationship," stated Dr. Juang. TechnoConcepts Inc. has developed a low-cost industry-unique True Software Radio transceiver technology that replaces conventional analog circuitry with the combination of its proprietary delta-sigma converters and software driven digital signal processing. This proprietary, patent-pending delta-sigma converter technology has been further enhanced by the invention of an architecture that simultaneously extracts the modulation from an incoming wireless signal and digitizes it with extremely high resolution.

"We believe that our technology will allow previously unimaginable architectures to directly digitize wireless waveforms, thereby allowing competing wireless standards to understand each other. This is accomplished by incorporating a transmitter/receiver (transceiver) based on an integrated circuit with TechnoConcepts' TSR technology with the antennae of wireless devices," said Antonio Turgeon, chairman and CEO of TechnoConcepts, Inc.

Haydn Hsich, president of Wistron NeWeb, commented: "TechnoConcepts has developed a very exciting technology and we believe it can provide significant advantages for our product lines. This is one of the more promising technical advances we have come across and we believe it can address performance improvements and cost reductions simultaneously. The ability to provide TSR technology can make many of our products far more cost effective while allowing for direct device-to-device communication. We expect that it will be welcomed by many of our clients."

About TechnoConcepts, Inc.

TechnoConcepts, Inc. has developed a technology that enables competing wireless standards to understand each other by incorporating a transmitter/receiver (transceiver) based on a computer chip with TechnoConcepts' True Software Radio (TSR) technology with the antennae of wireless devices. With this technology, we believe that cell phone users will some day be able to enjoy seamless roaming anywhere in the world - police and fire departments will be able to talk to each other regardless of their radio systems - and military forces from various countries will be permitted to communicate with each other directly. We believe that TSR will be a cost-effective technology that can allow for direct device-to-device communication. The company is seeking alliances with a number of major wireless communications companies for the use of its technology in military, consumer and industrial applications.
