FAIRFAX, Va. & CAMP DODGE, IA--(BUSINESS WIRE)--April 28, 2004

MA V, Atigo and Body Armor Technologies Used by Special Operations Response Teams (SORT) from BOP North Central Region During Penitentiary Crisis Exercises

Xybernaut(R) Corporation (NASDAQ:XYBR) today announced its involvement in a joint effort to incorporate mobile/wearable computing technologies into crisis situation response programs for U.S. federal penitentiaries.

The Federal Bureau of Prisons (BOP) Crisis Management Training initiative is a week-long program held annually to efficiently train more than 200 corrections professionals, law enforcement officials and other first responder communities. In addition to training curriculum, CMT planners and participants also conduct real-world exercises tailored to identify and evaluate best practices, techniques and technologies that should be used during emergency situations at prison facilities.

The CMT effort is spearheaded by the Department of Justice through BOP with participation by various law enforcement communities and technology/solution providers. Xybernaut was invited to be the mobile/wearable computing and solution services provider. In support of SORT teams and Hostage Negotiation Teams (HNTs), Xybernaut Mobile Assistant(R) V (MA(R) V) and Atigo wearable computers are being used as the primary mobile/wearable computing platform for the CMT exercises.

"Correctional facility emergencies present an array of challenges for first responders," stated Steven A. Newman, president and COO of Xybernaut. "An effective response in dealing with these types of critical incidents starts with knowledge management and using the appropriate lessons learned from one's training. In many cases, using innovative technologies to facilitate that appropriate response can make all the difference in the safety and well-being of both the inmates and the facility employees," added Newman.

(a) The Federal BOP was established in 1930 to provide more
progressive and humane care for Federal inmates, to
professionalize the prison service, and to ensure consistent and
centralized administration of the 11 Federal prisons in operation
at that time. Today, the Bureau consists of 104 institutions, 6
regional offices, a Central Office (headquarters), 2 staff
training centers, and 28 community corrections offices.

Most of the challenges affecting the Bureau today relate to the
agency's growth. As of February 2004, the total number of federal
inmates was more than 170,000. As a result, the number of BOP
employees has also increased dramatically in recent decades --
i.e. 10,000 employees at the end of 1980 to more than 34,000
employees by the second half of 2003.

Regardless of the specific discipline in which a staff member
works, all employees are "correctional workers first." This means
that everyone is responsible for the security and good order of
the institution. All employees are expected to be vigilant and
attentive to inmate accountability and security issues, to respond
to emergencies, and to maintain a proficiency in custodial and
security matters, as well as in their particular job specialty.

The CMT exercises are being conducted this week (April 25 - April 30) at Camp Dodge, IA (near the city of Johnson).
