L-3 Communication Systems-East Achieves Significant Industry Rating; Software Engineering Institute Capability Maturity Model Integration Level 3

NEW YORK -- L-3 Communications (NYSE: LLL) announced today that its Communication Systems-East (L-3 CS-East) division has been recognized by process experts as utilizing industry best practices mandated by Capability Maturity Model Integration (CMMI(R)) certification. L-3 CS-East is the first L-3 business to earn this important quality process distinction.

On June 30, 2005, L-3 CS-East was appraised at CMMI(R) Systems Engineering/Software Engineering (SE/SW) Version 1.1 Maturity Level 3, as defined by Carnegie Mellon Software Engineering Institute (SEI) using the Standard CMMI(R) Appraisal Method for Process Improvement (SCAMPI(SM)).

CMMI(R) is part of the SEI's national mandate to advance the state of the practice of software engineering and to serve as a national resource in software engineering and technology. The SEI is a federally funded research and development center sponsored by the U.S. Department of Defense (DoD) and operated by Carnegie Mellon University of Pittsburgh, PA. CMMI(R) is backed by the DoD and the National Defense Industrial Association (NDIA) and is viewed by the DoD as the de facto standard for best practices for organizations.

The CMMI(R) model for improving and appraising performance of development organizations provides precise and detailed benchmarking of process performance within and across organizations to help customers calibrate contractor capabilities. CMMI(R) outlines five levels of organizational maturity, each comprised of a defined set of process areas, according to the specific disciplines covered by that model.

From June 13 to June 30, 2005, a team of six appraisers conducted a CMMI(R)-based appraisal for process improvement at L-3 CS-East's Camden, NJ, facility. The appraisers conducted over 90 interviews and reviewed over 3,600 artifacts of program documentation from key programs and organizational process improvement activities.

This appraisal culminates 18 months of work by the L-3 CS-East team to improve development processes, and in doing so, better meet the requirements of its customers. L-3 CS-East adopted an enterprise-wide approach to the appraisal with an integrated set of processes spanning all product realization functions, including program management, engineering disciplines (i.e., systems, software, electrical and mechanical), associated manufacturing and product assurance.

On July 15, 2005, L-3 Marine Systems was reassessed at CMMI(R) Systems Engineering/Software Engineering (SE/SW) Version 1.1 Maturity Level 3, having received its original CMM certification in 2002 under former owner CAE. In February 2005, CAE's Marine Controls division was purchased by

L-3 Communications and L-3 Marine Systems is part of the Canadian subsidiary named L-3 Communications MAPPS (Marine Automation and Power Plant Simulation).
