TCS Introduces ''TCS VoIP Verify''; New Service Provides Verification of Emergency Services for Voice-over-Internet Protocol 9-1-1 Calls

Business Wire, June 27, 2005

ANNAPOLIS, Md. -- TeleCommunication Systems (TCS) (NASDAQ:TSYS), a global leader in wireless location and data technology, today announced the introduction of the "TCS VoIP Verify(TM)" service. Designed for mobility, TCS VoIP Verify now provides Voice-over-Internet Protocol (VoIP) operators with a service for their subscribers to dial a memorable, predefined number, such as "9-3-3," from their VoIP service telephone to determine the availability and extent of the individual's emergency services coverage from the caller's current registered location.

Recent attention to issues surrounding the means to inform VoIP subscribers about their emergency service coverage has highlighted the need for a simple-to-use method for guidance as to service availability. Using TCS VoIP Verify, the VoIP operator's system informs a VoIP user how his or her distress call will be routed, and what information the VoIP user should be prepared to provide to the emergency services call taker.

Based on the combination of the user's location and the Public Safety Answering Point's (PSAP's) willingness to accept VoIP-originated calls, a message is generated that informs callers of their current emergency service status. A basic requirement for E9-1-1 service is that VoIP users must "provision" or register the location address of the device that may be used for a 9-1-1 call. If the provisioned location is supported by the local PSAP, callers will be informed that they are in an area where calls for emergency services can be delivered to the local PSAP for response and action. If their provisioned location is in an area not supported by the local PSAP, callers will hear a simple message with further instructions on what actions they can take to access 9-1-1 services. TCS VoIP Verify puts this information literally at the fingertips of VoIP users.

TCS VoIP Verify is a valuable asset for VoIP operators in their requirement to meet the recently issued FCC order for VoIP operators to provide VoIP users with an updated status of their 9-1-1 coverage as they re-provision their service each time they relocate. Offering subscribers the ability to hear their 9-1-1 coverage status immediately after their service address is updated demonstrates TCS' continuing commitment to the public's safety and to the VoIP industry.

"One of the most compelling features of VoIP service is mobility, making and receiving calls wherever users can access their provider's service. Until every PSAP throughout the U.S. accepts VoIP calls, people need to know if their VoIP phone will provide them with 9-1-1 coverage. TCS VoIP Verify provides this information at anytime with a simple and memorable number," said Drew Morin, Senior Vice President and Chief Technology Officer for TCS.
