Siebel Systems and Haley Systems Sign Strategic Global OEM Agreement; Siebel Systems to Use Haley's Business Rules Suite for Core Business Rules Technology

PITTSBURGH -- Haley Systems, Inc., the technology leader in business rules management systems, and Siebel(TM) Systems, Inc. (NASDAQ: SEBL), a leading provider of customer-facing solutions, today announced that Haley will provide the core business rules technology for Siebel Systems' next-generation product offerings. Under the terms of a global strategic OEM agreement, Siebel Systems will embed HaleyRules(TM) and HaleyAuthority(TM) as the business rules technology in future product releases of its CRM solutions.

HaleyAuthority is the multi-user rule authoring application that enables business users to capture, organize, manage and test business rules. It stores rules in a central knowledge management database. Rules files are used by Haley's business rules engine - HaleyRules - the technology-leading business rules inference engine for Java and .NET environments. Haley's business rules technology will give Siebel Systems users the ability to customize their business processes and policies.

This type of business rules engine could support a very high degree of reuse so that a given set of rules need only be configured once to execute with complete consistency across Siebel Business Applications.

By replacing complex scripts with simple business rules, Siebel customers could also significantly reduce the cost of configuration and improve the performance and maintainability of their Siebel Business Applications deployment. In addition, by using a business rules engine to automate complex logic that cannot be effectively configured in Siebel scripts, Siebel customers could use Siebel Business Applications to deploy much more powerful and comprehensive business processes across the enterprise, significantly increasing efficiency, effectiveness, and compliance.
