Baggage and Cargo Handling Solution Services Receive Certification and Designation from U.S. Department of Homeland Security
MILLBRAE, Calif. -- Quatrotec, Inc., a wholly-owned subsidiary of Alien Technology Corporation, today announced that its baggage and cargo handling services have earned a certification and designation as a Qualified Anti-Terrorism Technology under the Support Anti-terrorism by Fostering Effective Technologies (SAFETY) Act of 2002. Quatrotec is now a certified provider of Qualified Anti-Terrorism Technologies, and therefore subject to legal liability protection from the U.S. Department of Homeland Security.
Quatrotec is a specialized professional services and technology firm that provides complete solutions to meet the sophisticated requirements of the transportation industry. Quatrotec was formed to address emerging safety, security, and logistics mandates by bringing innovation and value engineering to government and private sector clients. Quatrotec solutions include handling systems & explosive detection screening, RFID solutions, transportation special systems, and project and construction management. Baggage and cargo handling systems designed by Quatrotec have been installed at airports across the world in order to defend the global air transportation system against a wide range of terrorist threats.
The designation of Quatrotec baggage and cargo inspection systems integration services as a Qualified Anti-Terrorism Technology means that the protections offered by Quatrotec's SAFETY Act approval extend to its customers. When a technology is designated as a Qualified Anti-Terrorism Technology, the seller of that technology is granted limited liability for all claims arising out of the deployment of the qualified technology with respect to an "act of terrorism."
"Quatrotec is proud to be one of the few integrated baggage and cargo handling service providers to receive full SAFETY Act approval," said Dominic Della Maggiora, President of Quatrotec. "The award of SAFETY Act coverage for our development, design, testing and evaluation services is a great achievement for our company. Successfully passing through the rigorous SAFETY Act review process is a testament to the quality of our processes and reflects the experience and training of our experts."
The goal of the SAFETY Act is to encourage the development and deployment of new and innovative anti-terrorism products and services by providing liability protections. With this certification, both Quatrotec and its customers will now enjoy significant liability protections. The SAFETY Act protections were created so that qualified companies such as Quatrotec could offer their anti-terror services without fearing excessive liability for itself or its customers.
"We were able to obtain the SAFETY Act Certification and Designation by demonstrating to the Department of Homeland Security that our services are safe and effective in combating terrorist threats," added Matthew Connolly, Vice President of Business Development for Quatrotec. "Particularly given our focus on our extremely competitive and liability sensitive market of airport security, we are proud to offer significant liability protections to our customers, including the opportunity to be dismissed immediately from claims alleging terror-related liability arising out of the use of Quatrotec's services."
The SAFETY Act was created in response to the potentially crushing liability suits that were filed after the terrorist attacks of Sept. 11, 2001. Congress, understanding that the existence of such lawsuits could keep important anti-terror services and technologies out of the hands of the Federal government, port authorities, commercial customers and others, created the system of liability protection offered by the SAFETY Act as a strong incentive for companies to buy and sell effective anti-terror goods and services.
