Hamel also serves as a consultant to the United Kingdom in the area of emissions trading and climate change. She has over 25 years of public sector experience in policy and program development and implementation in the areas of air quality, climate change, energy and transportation. She is a former state lead for climate action in charge of developing, coordinating and implementing the Massachusetts Climate Protection Plan.
