British Columbia Taps Haley and Oracle to Modernize the Province's Social Welfare System

Significant North American Social Services Implementation of Oracle's Siebel Public Sector Client Relationship Management Suite of Products Will Use Haley Office Rules and Determinations Engine for Eligibility Processing and Benefits Delivery
WASHINGTON -- Haley Limited today announced its participation with Oracle in a $17.9 million (Canadian) contract for the first phase of a new integrated case management system that will upgrade and modernize the social welfare system for the Canadian province of British Columbia.
The project is a significant North American social services implementation of Siebel's industry-leading case management capability. It will incorporate the unique, natural-language capabilities of Haley Office Rules and the Haley Determinations Engine. As legislation evolves, government policies are amended, and family circumstances change, the Haley platform will help ensure that benefits are calculated accurately and consistently.
Siebel's advanced, Haley-driven eligibility processing will help ensure that the citizens served by the Ministry of Housing and Social Development and the Ministry of Children and Family Development of British Columbia receive all benefits and services to which they are legally entitled. Both ministries will use a combination of Haley, Oracle and systems integrator resources to implement the system over a period of two to five years. Haley will also support prime contractor Oracle in providing training and consulting services for the Province. As a joint venture of the two ministries, this project is expected to become a template for best practices in welfare modernization and citizen-centric social services.
Both the provinces of Canada and states in the U.S. are seeking ways to deliver benefits more efficiently.
