Samoa's telecom sector is partially liberalised but as yet, there is no independent regulator. The incumbent telco SamoaTel was corporatised in 1999 and holds a 10-year exclusive licence to provide the main telecom services in Samoa. Telecom Samoa Cellular Ltd (TSCL) operates the country's only mobile network, which now incorporates some digital services. The Internet market is served by three ISPs. During 2006 SamoaTel commenced deploying Huawei ADSL2+ high-speed broadband for metro customers. By 2007 Samoa had two additional new cellular providers in operation: Telecom Samoa Cellular and two new operators, Digicel Samoa and SamoaTel. In September 2006 Telecom New Zealand sold its 90% shareholding in TSCL to Digicel Samoa Ltd, a subsidiary of the Digicel Group.
