EL SEGUNDO, Calif. -- The year 1988 is recent history but in software terms it is akin to the early Industrial Revolution--a time when Commodore 64 software sales were still in the tens of millions of dollars, Americans spent over $2.2 billion on MS-DOS-based applications and Lotus 1-2-3 had a 68 percent market share. Also during that year, but with much less public fanfare, Galorath Incorporated launched its SEER-SEM (Software Estimation Model) and found early adopters in the United States Air Force, the National Security Agency, GTE, and Lockheed.
