eFUEL EFN, Corp. Positioning Subsidiary as Super 8 Vendor to Provide Background Verification and Drug Testing Services to U.S. Government Agencies
Business Wire, Sept 23, 2008
Government Services Agency (GSA) Designates 23% of its Total Budget Each Year for Small Businesses; Native American-owned or "Super" 8(a) Vendors Receive Special Consideration Including GSA Service No-Bid Contracts "Without Study or Cost Comparison"
GSA Sales Numbers in 2007 for Schedule 738X (Pre-Employment Background Checks) Over $177 Million; Numbers for GSA Schedule 66 (Which Includes Drug Testing Services) Over $693 Million
TAMPA, Fla. -- eFUEL EFN, Corp. (Pink Sheets:EFUL), owner and developer of revenue generating, Internet-based assets, announced today that its subsidiary I-nexworldwide has applied for and expects to soon receive "Super" 8(a) exemption status from the Small Business Administration. Earning Super 8(a) status is very significant to eFUEL's subsidiary, as it will impart on the company significant advantages related to receiving GSA contracts. I-nexworldwide, a 49 percent-owned subsidiary of eFUEL, markets employee-screening services with a special focus on U.S. Government agencies.
The GSA serves as contractor for all vendor services provided to Homeland Security, the Veterans Administration, the Department of Defense, the Department of Energy, and all other U.S. federal government agencies. In fact, the GSA is widely known as the largest purchaser of products and services in the world. Expecting to receive its exemption status in October-2008, eFUEL/I-nexworldwide will soon be positioned as the only Super 8(a) provider of employee background verification services to the GSA.
As stated above, the GSA designates 23% of its massive billion-dollar budget specifically for small businesses, with minority-owned businesses receiving preference, and Native American-owned or Super 8(a) exempt businesses having the highest priority.
Under government guidelines (SBA 13 CFR 124.109), Native American-owned 8(a) small businesses are eligible for "Super 8(a)" exempt status without formal explanation. The United States government may directly outsource non-inherently governmental services (or functions) to Super 8(a) enterprises without study or cost comparison. A Super 8(a) exempt status is extremely beneficial to any Company, as businesses exempt under this classification receive contracts without having to engage in bidding processes that favor vendors who submit the lowest cost bids. This exemption program allows socially disadvantaged businesses (SBD) to receive contracts that only the largest companies coming in at the lowest price would receive otherwise.
The Company has retained the services of the prominent consulting firm, Government Contracting and Marketing Services, LLC ("GC&M"), to lobby on eFUEL's and I-nexworldwide's behalf. GC&M has already presented the Company's pre-employment background screening and drug testing services to government agencies in both Atlanta and Washington DC. While the Company is currently a registered vendor for the GSA by being listed in the Government Central Registration (CCR) database, and has been servicing the U.S. Coast Guard, achieving Super 8(a) status will enable the Company to leap ahead of numerous other potential bidders and likely become the "vendor of choice" for the GSA's very large pre-employment screening budget.
More information on the Company's initiative to achieve this exemption status from the SBA will be made available as soon as possible.
