From the "Yeah, right" department, a recent internal Environmental Protection Agency report suggests that toxic sludge may benefit fish in the Potomac River. The document, ridiculed by environmentalists, came to light in the Washington Times during a lawsuit over the EPA's continued authorization of dumping by the Army Corps of Engineers.

According to the report, sludge may help the fish by driving them farther upstream to lay their eggs, thereby avoiding anglers....
