Perfect Commerce wins GSA supply management software contract

Perfect Commerce was awarded a contract to provide supply management and reverse auction solutions targeted at the $220 billion in non-defense spending, supporting government-wide acquisition contracts (GWACs), multi-agency contracts for information technology and Multiple Award Schedules (MAS) program operated by the General Services Administration.
Perfect's suite of software provides best-practices to the federal procurement community, including scorecarding, which was specifically called out by the White House Office of Management and Budget (OMB) Circular No. A-76 as a "must have" practice by all agencies and departments. Angela B. Styles, OMB Administrator for Federal Procurement Policy testifying before the Senate Committee on Governmental affairs stated, "As of June 2000, there were 825,000 people in the federal government performing jobs that are commercial in nature--jobs that people also perform in the private sector. Virtually none of these people have been exposed to the rigors of competition. Competitive sourcing is a means to an end, with the means being competition and the end being better management of our government and better service for our citizens."
Perfect Commerce's GSA contract supports all departments and agencies involved in federal procurement consistent with the "Services Acquisition Reform Act" (SARA). Perfect supports SARA Part 12, including performance-based service contracting (PBSC). Perfect's suite of software and services are also consistent with the Federal Acquisition Streamlining Act (FASA) and the Clinger-Cohen Act.
Perfect's supply management solutions are equally applicable to defense procurement. Between 1995 and 2001 DoD conducted 781 major sourcing events with estimated savings from competitive sourcing of over $11 billion.
